I've notices that since 3.17 has become release, for those BBSes still running the traditional web interface with ftp, it downloads the 00index.html instead of displaying it. This even happens on vert. Is this working as intended now?

I'm not sure exactly what the fix is, but for me that has been happening to me for a couple of years, long before 3.17 came out. It seems to depend on the browser and machine (even with the same browser, I've noticed it might do that on one machine but not another).

It's a browser's decision to render the .html page served via ftp or not. Apparently some browser (e.g. Chrome) are moving away from rendering content served via ftp.
I tried ftp via web interface on my board today and it somehow temp
banned me for 1 failed login attempt using anonymous ... though I
didn't send any login info :-?
Off on a bit of a tangent, I remember a few years ago when that crazy dude was uploading his HyperMegaTurbo OS website to various Synchronet boards to get free distributed web hosting via their FTP servers. A good case for locking down your uploads directory to some extent.
