    Don't pretend that user-to-user file transfers are working (they don't)

    So just always assume that no "user" directory has been configured. At least for now while I ponder whether this is a feature worth restoring and if so, how.

    Insure that the max (uploaded) filename limit is in the range 8-65535 characters

    Upgrading fromm v3.19 can result in a setting of filename_maxlen=0 in file.ini, so let's
    put a special check in place to insure this can't happen (thus preventing any file
    uploads). I chose '8' as a kind of arbitrary minimum maximum value (MS-DOS filenames
    maxed out at 12 characters), but at least 0 won't be possibly any longer.

    As reported on DOVE-Net by Codefenix and confirmed by xbit.

    Move reading of each dir's data_dir key into read_dir_defaults_cfg()

    This appears to just be a miss from the initial commit (70b835d0) of the directory default configuration (per lib) feature, so a file
    lib's directory default "data dir" wouldn't be read from file.ini.

    This fixes issue #602 reported by Nelgin.
