Reverse DECSDM meaning

DEC mode 80 is the "Sixel Display Mode" which, when set, *disables*
sixel scrolling, and defaults to reset.

This is the opposite of what the VT-340 manual says, but experiments
on a real VT-340 in 2021 show this behaviour is correct.

Bump revision.
